If you see the following message: "The VM(s) can't be powered on because quota will be exceeded."
This means that your administrator has excluded powered-off VMs from quota calculations, and powering on a VM will exceed your quota. You have a few options:
- Power off any VMs that you're not currently using.
- Contact your administrator to increase your quota, or to allow VMs to be powered on when quota has been exceeded.
